Who runs the Accreditation Scheme?

The CAS Auditor Accreditation Scheme is administered by the Energy Management Association of New Zealand (EMANZ), using standards developed by the Electricity Commission in conjunction with compressed air industry experts.  

EMANZ is dedicated to ensuring high standards of expertise in energy management and energy efficiency related services are available to industry, commerce and the public of New Zealand. EMANZ also currently runs the EMANZ Accredited Energy Auditor Scheme.

How do I become an Accredited CAS Auditor?

Everything that you need to know about making an application to be an accredited CAS auditor is set out in the CAS Guidance Document 01 for Applicants.  The forms and other details that you need to submit as part of your application are set out in this document and listed below.

Membership of EMANZ or the Institution of Professional Engineers NZ (IPENZ) is not a requirement for Accreditation. However (because all IPENZ Members undergo several checks and assessments relevant to the CAS Accreditation Scheme) if you are an IPENZ member you will not have to complete some aspects of the assessment process. What qualifications and experience do I need?

The minimum requirements for accreditation include demonstrating to the EMANZ- appointed CAS Assessors that you have general competence in comprehending technical concepts and applying systematic scientific methods to problem solving related to compressed air systems design and operation.

Membership of an IPENZ Practice College or registration on a relevant current competence register is helpful in demonstrating general competence. Current work experience in the industrial sector with an emphasis on compressed air systems is most important.

The CAS Assessors will want to evidence of your:

  1. Successful completion of a CAS education course approved under the Scheme. (Currently the only such course is run by the University of Waikato) This is a mandatory requirement and details of what constitutes ‘successful completion’ is set out in the Guidance Document 01 for Applicants
  2. Relevant work experience; and.
  3. Compressed air systems auditing experience.

Forms required for the Initial Application

CAS03 CAS Competency Self Review Form – this form must be used to present your general and CAS specific competencies.
CAS04 CAS Work History Summary Form – this form must be used to present your employment history in particular in relation to CAS.
CAS06 Referee Declaration and Evaluation forms – this form must be completed by your chosen referees and returned to the CAS Auditor Accreditation Administrator.

Additional Evidence Required for the Initial Application

In addition to providing those completed forms, you must also provide the following for review by the CAS Assessors:

  1. Evidence that you have successfully passed the Education Course
  2. An In-depth CAS Audit Report

If you are unable to submit an in-depth CAS Audit report, you may submit a level 2 Energy Audit as defined in AS/NZS 3598:2000 for assessment to obtain provisional accreditation until you have carried out an In-depth CAS Audit).

How much does Accreditation Cost?

How is my Application Assessed?

EMANZ has a panel of CAS Assessors who will assess applications received.  The CAS Assessors will use the two forms below to assess your application.  The CAS Assessors finding and recommendation on your application will be submitted to the CAS Auditor Accreditation Administration Committee.

The CAS Auditor Accreditation Administrator will notify you of the decision made by the CAS Auditor Accreditation Administration Committee.  If you (as applicant) have any concerns about the decision, you will be advised to contact the CAS Auditor Accreditation Administrator.

CAS07 Guidance Document for Assessors - This document is a Guide for CAS Assessors in their assessment of applications for CAS auditor accreditation. It sets out what they will be looking for in order to score your application.
CAS08 CAS Initial Assessment Summary Form – using this form, the CAS Assessors will record their assessment of all the information that you provide. This form is the record of their assessment.
CAS09 CAS Audit Assessment Form –using this form, the CAS Assessors will record their assessment of the In-depth CAS Audit (or level 2 Energy Audit as defined in AS/NZS 3598:2000) that you provide as part of your application.

How will I know if my application has been successful?

If your application is successful you will be advised in writing.  You will be awarded a Certificate and your details will be recorded on the CAS Auditor Accreditation web-site in a Register of Accredited CAS Auditors

You will be asked to provide a summary profile setting out your CAS experience. This profile will accompany your listing on the Register of Accredited CAS Auditors.

Successful applicants that have submitted an In-depth CAS Audit Report are entitled to call themselves “Accredited CAS Auditor”, until the date of any required renewal.

Successful applicants that have submitted a Level 2 Energy Audit are themselves “Provisional Accredited CAS Auditor”, until that status expires one year after being awarded.

Converting from “Provisional Accredited CAS Auditor” to “Accredited CAS Auditor” requires submission of an In depth CAS Audit Report within one year of the provisional accreditation and payment of an additional fee to assess the In-depth CAS Audit.

How long does Accreditation Last?

As with any Accreditation Scheme it is important that accredited individuals maintain high standards and keep their experience up to date.  Accredited CAS Auditors must submit an Application for Reassessment every 5 years. Refer CAS05.

Can Accreditation expire?

Yes. A CAS auditors accreditation can expire, lapse or be terminated for a number of reasons including:

  • Failure to pay the annual registration maintenance fee;
  • Failure to submit an application for reassessment;
  • The CAS Administration Committee judging that the performance or conduct of the CAS auditor as unacceptable.

Can I reapply for Accreditation?

Yes. If you have been accredited but for some good reason (e.g. overseas) have not been practicing as a CAS Auditor in New Zealand for a period of up to 2 years, you can apply to have your original accreditation ‘revived’ as outlined below.

How long does the Assessment Process take?

  • The initial assessment process may take up to 8 weeks with a target timeframe of within 6 weeks.
  • The reassessment process may take up to 5 weeks with a target timeframe of within 3 weeks.
  • The revival process may take up to 4 weeks with a target timeframe of within 2 weeks.

These timeframes are not guaranteed and EMANZ does not accept liability for any consequences of delays.  Incomplete applications will experience delays.

How do I make a Complaint?

If you are unhappy with any aspect of the Scheme you can make a complaint.  All complaints must be directed to the CAS Auditor Accreditation Administrator using the form below.

How do I lodge an Appeal?

If you are unhappy with any decision or judgment of the CAS Assessors or the CAS Applications Committee, you can lodge an appeal.  All appeals must be directed to the CAS Auditor Accreditation Administrator using the form below.  There may be a fee in the event that the appeal is unsuccessful.
